Report a translation problem
I'll be honest in that I'm the type that gets frustrated quickly, especially if the items to be located aren't important to any quest. You probably have more patience than I do, though, so good luck and keep searching, I guess.
And go deeper.
I agree. I found three in one playthrough (not completed) and zero in the second, even though I visited the same three places as in the first game. That's why I won't bother going out of my way to look for them anymore, so that I am pleasantly suprised when one does show up. It's like finding a five-dollar bill that somebody decided to use as a place-holder in a library book. Except, of course, that you can actually spend that. The time capsules aren't worth a Confederate dollar.
The best places to search are areas you would typically expect a player to set up the launch pad in (must be in deep water) since the capsule should be expected to fall back into that area.
I'd also recommend searching for them at night since the capsules glowing blue faceplate makes it easier to see in the dark
