My first priority is just swimming around enjoying the world.

Then:
knife
flippers
air tank
builder tool
base for storage lockers

Then more swimmiing around enjoying the world.

Top of the list, with everything else just being a means to this end. Get a builer tool and make a shed below the lifepod.

Airtank, Flippers, Scanner and Knife in one run (possible last I recall)
Than its Repair Tool and Builder
Seaglide if not unlocked
Basic base
Seamoth if I can
Lasercutter (can be before Seamoth, risky to get Diamons without Seamoth but doable with Seaglide if your lucky on Basalt)
Thats Set 1 for me

Set 2
Propulsion gun
Prawn BPs (grapple and drill in particular)
Moonpool
Moonpool Upgrade bench
Equipment upgrade bench
Biggest beefiest Airtank
Rebreather is now critical for effective exploration
Faster fins
Stasis Rifle a good idea

Set 3
Cyclops now very good idea
Best build Prawn too
Equip both for mid depth exploration including run ins with Ghosts (never dis emergency shielding)
Using Seamoth until ILZ recommended for exploration beyond Cyclops for a fair time. Unless you want heavy resource income, than get that Prawn going.
Reinforced Divesuit, what is there not to love about it.

Set 4
ILZ/ALZ Upgrades for both Cyclops and Prawn.
Ion batteries if your feeling frisky.

Airtank.
Flippers, Scanner, Knife.
Repair tool.
large air tank.
seaglide
(go to island to get multipurpose room and food to grow).
Build start of main base (safe shallows) to grow food and store things.
Head to other island (not sure where "getting diamonds is risky with seamoth" comes in, this is perfectly safe) and get diamonds and lithium.
rebreather
laser cutter, propulsion (typically get modification station blueprint at this time also and probably scanning room by this time).
While getting these last few things, also build out base more.
Head to Aurora and get prawn suit and the 3 upgrades.
Build seamoth (add the 2 upgrades for it you just got).
Head to jellyshroom caves to get filtration system and high cap tank.
Head to NW mushroom forest to get moonpool and 2 parts of cyclops (also pick up blood kelp and deep shrooms).
Build moonpool so no need for additional power cells.
Head to first mountain wreck to get prawn arm parts (grappling) and anything else there.
Hit a few other wrecks (Bloodkelp, sea trader, etc.) to get drill arm, reinforced drive suit, thermal power, and cyclops shield.
Finally build prawn suit and cyclops (to craft shield and to carry supplies for new base).
Head to bloodkelp wreck area, build base near the thermal vents with scanner then take supplies with seamoth to ghost tree for LR base.
Collect items (except Kyninite) to upgrade prawn suit.
Hit ILZ to get last stuff.

Well, basalt spawns may not be so... swim friendly. The mountains biome has basalt, and quite a few predators (Reaper being the star here) plus an abundance of Warpers. So air wise safer, health wise a gamble if you got bad rng. The Grandreef also has Basalt spawns and has significantly lower hostile spawns. The issue here is basalt is typically around -200m (besides special spawn spots Iv noticed) . Air wise dangerous without faster transit (seaglide minimum), health wise safe (warpers are uncommon and easy to give space). Diamonds are, imo, slightly dangerous to obtain early game. Late game, um yeah you ran out of stuff to bedazzle. Of course any resource that comes from animals (not food) is always risky: crash powder and stalker tooth primarily.

You don't swim for the basalt. Go in the caves of the mountain. You just have to deal with cave crawlers, which are not that big of a deal. I typically get enough diamonds and lithium from these caves to last most the game.

You can get the diamonds you need in the NW mushroom forrest while you are looking for the moonpool fragments, there are shale crops on the left wall, in the trench and on the large tree and its caves. You only need 3 diamonds to start, 2 for the laser cutter and one for the mod station. I go there the moment i got the seamoth and rebreather because the large wreck you need anyway and theres also tons of lithium.

You can build the moonpool early enough (even before multipurpose room is acquired on SW island) before you are forced to build a second power cell for the seamoth.
