You need to connect your base to a power generator (solar panel, thermal plant) or build one inside your base (bioreactor, nuclear reactor).
What you are referring to are the Floating Air Pumps and the Base-attached Air Pumps. The first doesn't pump water into your base. It pumps water into the pipes so that you can breathe with them while in the water. The second pumps water into the pipes from your base. If you want to put air into your base then you need to provide it with power, then your base will make its own oxygen.
Keep giving them metal and let them chew on it for a while. Alternatively, I've read that you can let them chew on your Seamoth to make them drop teeth.
You can sometimes find them in shale outcrops. There are also small single-piece deposits and large drillable deposits scattered around here and there. Try the mountains, the mushroom forest, the Sea Treaders' Path, the Sparse Reef, and the bulb zone.
