No, not neccesarily. A lot of pods are empty with nothing to do there. As the last sentence from post $6 from straykaiya said:

It seems when wrecks get the duplicate bug it causes major performance problems. Did you try to cut thru any doors on that wreck? If you cut thru a door and then the door is still there it means that the wreck has multiple wrecks stacked together, this seems to have caused major performance issues for me when at a wreck that has duplicated.
