In reality, a very small portion of the people who purchase anything in life will leave a review, games on Steam are no different. In the news section they claim to have made over 100k sales so far since release.
To answer your question though, yes those numbers are of people who are currently logged into Steam and have the game running. I believe idle in menu is also counted, single player and online.
Myself, didn't even know that it existed until today. A lot of the people who have already purchased the game are likely absorbed by it being new and thus have not bothered to enough to go and write a review about the game. I doubt they even revisit the store page unless they are here for the discussions so as to ask a question or because they have a gripe about a bug.
I believe its steam db that makes an estimate of ownership by taking 20x the reviews on a game that has been out for a while.
Comparing this game to Palworld, not even closely related games IMO.
Comparing total reviews giveth between games as well, shallow because games only been out short time most gamers are playing vs reviewing at this given time frame.
Whatever people have to tell themselves to justify their actions can some times be considered madness. That's my take on the matter anyways.
Yes, i'am person that love meet new people so i love have experience with so many people from other countries or whatever its called. my purposed playing survival games are meet new people of course, i dont mind with "Early Access" title but why is there 27k people online on the server and just about less 10% people giving their review? its not like any other game release like "Palworld day one release and Enshrouded day one release" that people giving their review like floating water.
Im not comparing about gameplay between Palworld and Soulmask but they claimed they sold 100k copy in 8 hours since released? oh i have no idea.
