Am I locked out by Builder Huts?

I'm in City tech working on expanding and finally got around to building a second builder hut. I decided I wanted to reclaim the space from the first and move it but I deleted the first builder hut before the other was built.

So now I'm at 0 builder huts, and the two in construction don't get worked on because I have no builders.

Am I done? Or am I overlooking something?

I don't think you can fix that other than loading an earlier save.
