If you're talking about a Wanderer that requires something like that, I think it's unadjusted (default setting) not un-tuned (no upgrade).

Pick a boss car

You need to fight him on a stock car. Remove all tuning parts,

R33
You guys sure it's tuning parts? I play in Japanese localization and I only met one that PA hint very specifically mentioned resetting the "tuning" (adjustments, not tune-up parts).

I did it that way with my 180SX, but he still didn’t want to race me. So I just got myself a stock R33 and then beat him.
having trouble with this wanderer anyone else got tips or is it just luck like some of the bosses?
just use toyota crown, beat him like those taxi beat you up

used a stock MK4 supra and was fine
stock 350z got it done but it was a grind
Used a Z34, get behind Last Flight and use the Autopilot feature (Down button on directional pad) to cruise until we are at the sharp left-hand turn.
R33 can do it, or any Skyline really.

As mentioned above, Mk IV Supra should be fine as well.

I did it with the LAN EVO V
