The Sudden Goose in disease deck is fine, but when it is in the starting deck for middle / high difficulties, it is impossible to forfeit the "Theft" ability, therefore resulting in a softlock

I played the tutorial, don't understand what's going on (and that's fine). Wanted to revisit the tutorial to try and understand the game better a playthrough, but can't find a way to go back to tutorial. Can anyone just tell me how to win? I really don't know what I am doing lol....

Sometimes if I start drawing extra cards (spending life points) I'm forced to keep drawing until I lose, and there is no way to end the turn and simply pay what I must pay. I'm pretty sure I've used all the skills on the cards, positive and negative. Is this intended? Am I missing something? I have a screenshot if needed. Thanks....
