You better copy the ST game folder somewhere, so that you can copy past that old content over the current build if wanted.
I think Steam verifies the files only when a new update is released. In theory you should be able to play online like this. But I'm not sure.
I will copy the folder, so I have a backup of the game.
However, I will continue to go offline before I start Spintires, because I don't want to risk losing the Legacy 2 build.
So, if someone has the legacy 2 installed and doesn't want the new build, he better keeps the game as it is and never update. Or just search the torrent version of the legacy build and use that. S c r e w the steam version.

So there's no need for the workshop.
Every time you launch a game on Steam, it verifies its files when the developer releases an update. So there is always the risk that it updates the build.
Personally, I won't feel bad if I decide to use a pirate copy, because I own the original.
Just a note: the 1.4.0 version that one can find online has more grip than the legacy 2 build.
To fix this, go in the game folder, double click on the media.zip file, open the media.xml file with the notepad or notepad++, find the lines

and change the last one with
SubstanceFriction="2.2"
You can probably just use https://github.com/SteamRE/DepotDownloader to acquire it. No need to start pirating.
