Unable to launch with RHI 'D3D11' since the project is not configured to support it." I'm starting to think I might just be out of luck on this one...

It may be worth trying to do a clean reinstall of your latest Nvidia driver (there is an option to check at the beginning).
Wanted to follow my own advice and message them on issue, but their site is seemingly broken.And they don't have "troubleshooting" subforum here either. Uff.
If your GPU support SM 6 so it should have level 12.
By the way, you didn't received 23H2 ?
Maybe it will solve the problem, since MS tends to reset some stuff/settings when upgrading to major versions.

In worst case yes it will should swap memory to the ram and may reduce performance.
