Yes it does, although it would not register any record labeled on the WoldChapionship (Challenge, Hardcore, etc) and you'll only be able to play the models you have recently played (This because after some time without opening a model, the game will temporally delete the file)

Don't worry, it only applies to models who haven't been opened for more than a week or so.
Another thing I forgot to say was the un-lockings, If i'm correct, you can unlock new weapons being off-line, but you can not open nor use the model 'till you connect to internet again.

(You may ask the Developers for more detailed info on this)

There's a "Precache models" option in the bottom left corner of "weapons catalog". You can download and storage the models in your computer so they stay in your memory instead of downloading them from the internet. You still won't be able to access highscores and other stuff that requires internet connection, also new models will need to be downloaded too, but if what you want is to play and access the models that will do.
