This is true, but op says they're at the point of lighting the dragon fires which is the end. at that point it should be the most amount of oblivion gates opened as possible.
After completing find the Heir, up to 15 random gates can open 25% chance when getting close
after Dagon's Shrine this can increase up to 40 with a 50% chance when getting close
after Paradise is drops to 20 at a 25%.
The total of random gates can never exceed 40.
Thus the ideal time to look for gates is between Dagon's Shrine and Paradise
There is a really nasty glitch where the game closes all gates and also opens no new ones. Even the mainquest is broken if that happens.
