Quick hide the evidence.
So Fortify Speed spells in old game were generally funny. It fast-forwards the animations, and though I don't have direct, hard-code proof, every creature basically has certain multiplicative relationships between its Speed and its actual movement speed. Horses and Wraiths are the most extreme ends of the spectrum.
Some creatures, like Wraiths, had virtually no change from it. Frost Atronachs, Scamps, and Skeletons get pretty wild with even +15 Speed.
Horses, I fortified one to around +200, with Water Walking, Shield, and Fortify Health. I could jump the horse forward in a nearly straight line across the bridge from Imperial City (hill by stables) to Weye and not touch the ground. Hitting Lake Rumare crashed the PS3 (attempted to jump from Stables to Vilverin in two hops) and I could pretty easily establish where outdoor cell boundaries were because the console would hang loading the LODs.
The PS3 in question blacked out a few times on Oblivion, but was quite literally killed by LittleBigPlanet.
I have not retested this stuff on remake yet, but even with a nude High Elf at 200 Speed and Athletics (base 100 in each) it was hard to outrun a Frost Atronach with +15 Speed iirc.
Zombies are just hilarious to watch in fast forward.

are you aware that recording just 60 seconds of this game generates a 10gb recording file? I dont experience those stutters in game they only show in the videos
