Yes tried all 3, still nothing.
If you think settings may be messed up you can delete Save_Settings.sav from the savegame folder to return everything to default. This will also cause the shaders to be recompiled but then you have to set up game settings again after that step. If you still can't enable FrameGen at that point something else is wrong with the driver.
You didn't change anything on the .exe properties in windows for this game, right? Don't have anything overriden in the driver settings for the game? I do have vsync forced on in the driver but that isn't causing me a problem enabling FG.
Last resort would be clean re-install of the driver. Then delete settings and recompile shaders. Really good idea if you go that far to clear shader cache before reuilding shaders in game too.
