Does weapon enchantment damage scale with anything?

Eg. if I put 10 fire damage on a sword, does my destruction or magicka level do anything to change the net damage it does?

The damage for a given enchantment is fixed. However, you can create stronger enchantments as you gain levels. Some of the best enchantments are obtained from Sigil Stones after you reach level 17.

Yep all spells and enchantments have fixed values. The only way to get a better enchantment is to make a new one with a higher value.

does this also apply to staffs and do you get magic xp for using staffs?

Yep same thing for staffs. They are all fixed value. You don't get any magic XP for using them.
