1440p not upscaling to 4k?

I play on both 3840x2160 and 3440x1440, definitely the game works on 4k
And dlss is broken in which way? because i have difference in fps between quality, balanced and performance (about 15-20 fps between each)

ADJUST DESKTOP SIZE AND POSITION.

And the section 2, scaling.
