Power level sneak tip
Sneak the whole time you have npcs following you. Martin to priory, sneak that whole way. Also clearing out the bruma gate with the guards. It will show that you are not hidden but you are and it constantly levels as you walk with them.

The easiest way to power level sneak is off of the two passive rats at the start of the game, the two that are fleeing from the zombie.
