Unfriendly competition bugged?

I have been trying to complete Unfriendly Competition to get it off my list, but Thoronir just never goes to his meeting spot. At midnight he goes straight home to sleep from the merchants inn or from another district. Am I missing something?

is he maybe seeing you following him? maybe hang back a bit further back. you could level your sneak skill up.

also, when he does go there you have to stand in a certain spot or the conversation with him and his item dealer won't trigger.
