Khajiit is technically the best race for hand to hand as they start with a +10 skill modifier to Hand to Hand. That said, Breton... because Breton. +50 Fortify Magicka, +50% magic resistance has always made Breton the best at any build in Oblivion.
There is three ways
1 Find gear already enchanted
- in dungeon chests/storage
- dropped by creatures
- rewarded by quests
2 use soul gems at an enchantment alter
- a) progress mage's guild to get access to the Imperial University, there is one there
- b) get Frostcrag Spire and buy magetallow candles to get one in that location
stronger souls give stronger enchantments, Grand level gives the highest. You need to be able to cast a spell that has the effect (and has to be valid effect) to do an enchantment for it, just having the spell isn't enough (you need the relevant skill level to cast said spell, greater/lesser powers do not need skill).
3 use sigil stones
Sigil Stones are the rewards for closing oblivion gates, they are RNG and levelled, the level 17+ sigil stones (Transcendent) are the strongest. Fire/Frost/Shock Shield Transcendent Sigil Stones give the highest armor possible of any custom enchant at +25 shield per enchant.
Personally, I wouldn't worry about going down this route at the start of the game, it would be the most "monk" like tho, as people generally see monk archetypes as unarmored. I'd advise starting with armor and then looking at enchanting once you've got a decent amount of gold and understanding of the game.
