start dxdiag
system tab shows your installed DirectX version
display tab shows your installed feature level
you need feature level 12_1 for W10 or 12_2 for W11 to run this game

Your hardware does not support dx12 because too old.
Or alternatively you running it on a windows 10 with an older update than the may 2020 one (update 2004)

These are the only two reasons you can get that message.
