You need to join the Thieves Guild. Different fences will become available as you gain ranks in the guild and you will be told which ones to use.

You actually don't have to join the Thieves Guild to fence your goods. The innkeeper at the Inn of Ill Omen will buy stolen goods. He's on the road to Bravil. There will also be a shopkeeper in the Dark Brotherhood that will buy stolen goods but she is only available after the really long quest line for them.

Though you need to level up your Mercantile skill to get good use out of him, his default gold cap is 50.
I think Deepscorn Hollow also has fences as home upgrades.
