The Unfortunate Shopkeeper (Fighter's guild Apprentice quest) bug - Lelles' Quality Merchandise is locked and the store never opens

I'm trying to complete The Unfortunate Shopkeeper quest as part of the Fighter's Guild progression, and I've run into a bug. After Azzan at Anvil gives me the quest, I go to the store on the dock and the door is locked. No matter how long you wait, regardless of time of day, the store never opens. I can pick the lock, but then I get a bounty. I made sure that I finished all of the Lelles' dialogue prompts with Azzan, so that isn't the issue.

I've tried commands to complete the quest, but none of them work in Remastered. I'm basically at a roadblock on the Fighter's Guild progression because of this. And I can't back out to a save prior to Azzan giving me the quest because I only have like six past save options available to me.

Go around the back of the shop, the rear door should be open during this quest instead of the front.

Make sure no one can see you when you pick the lock (crouch and watch the eye icon), or like Elizabeth said, use the rear entrance.
