I've been having trouble with unloaded textures/ slow loading

Title says it all, i have done as much as i can to resolve the issue.
I load a new area and the textures are either all blocky or just unloaded, usually taking about 15 seconds to load. I've changed all the settings from, the AI generation and quality, switched it to anti aliasing, and just everything off, deleting and installing new engine config, but nothing seems to help, I've also updated all my drivers and cant seem to get anything to work.
any help would be appreciated because i can't think of anything else

I'd guess it's either a (out of) memory or streaming/loading issue. So how much RAM/VRAM do you have and on what have you installed the game?

I can see a few textures pop in after returning to the open world occasionally, but that's milliseconds here.

The problems probably low ram, i would guess? i have 16 gb of ram, 6gb vram
i looked at the recommended specs for it and besides ram i have the recommended
