I'm using rtx 4070, and using ultra settings, including hardware raytracing maxed out, I use though framegen with 90fps limit so actual fps is 45, so dunno how high it can go, haven't bothered as the frame stutter isn't that bad compared to Rise of Ronin, where I instead use 120fps limit with framegen (in the game 60fps limit as that goes by real fps).
Also using dlss quality with 1080p.
Is your gpu in the right gpu slot? As I've seen once where a person had it not in the top most slot and was basically crippling their fps multiple times.
Post your specs from steam - help - system information it has a better overview what you have.
Also what resolution are your using for the game, that would explain a lot if you're using like 4k and if any mods are in use.
Never complain about a game, if you're using a mod.
After about 12 hrs of play time I had to go down to High.
Today, I had to turn on Frame Generation to get back to 80-120 FPS.
Also cpu being throttled can also cause a similar effect, though then lower graphics settings wouldn't help, unless like gpu blows all its heat directly onto the cpu lel.

laptop variant is around 58% weaker, also it draws less power, but yeah your heating problems can get bad.
All game specs are for desktop pc's.
So always mention if you're using a pc or laptop when posting info about performance problems.
Also all games are optimized fine if graphics settings work in terms of adjusting visual effects and having a performance difference.
If a gpu is throttling, it's because of heating up, and it heats up because using too high game settings.
If I use a game that made my gpu fans go vroom, I would adjust the game settings so I would get double the fps, and then limit to half of it, that was before framegen was a thing. So no I do a similar thing with framegen sort of, as long the fps is stable, then it's fine, if it's changing a lot, need to adjust the graphics settings and/or lower fps limit.
Is it filled with dust reducing cooling?
Are there other monitors running TV shows, movies or youtube videos while gaming?
Is there 27 instances of Chrome up in the background?
Is windows downloading its next update or some other resource heavy process it likes to do when ever it pleases?
Do you have a ton of useless peripherals each with their own proprietary, resource draining software running in the background so you can sync up RGB?
Are your fan curves not set at all and just running at a low default RPM?
Was one of the first things you did when you booted the game up was go straight into video settings and crank every slider you could find all the way to the right and just expected it would run flawlessly after?
There is a massive list of reasons peoples own personal rig could be under performing.

It gave 10x the airflow than the internal fans.
