Does frenzy just not work?

I'm playing on PS5. I'm trying to cast Rage (lvl 10) on random goblins, I'm level 2 so there's no way they're high enough level to resist it. I see it impact them and it just doesn't do anything

Frenzy doesn't affect goblins in the original name iirc, so it's probably just the same here.
