that being said, the fortify skill enchantment needs to be unlocked by using one of the doomstones like the steed stone for instance, which will unlock the spell for enchanting.
the thing is, the transcendent sigil stones will always be better than the regular enchantments made by soul gems at that point.
it is still good to unlock that spell from the steed stone though because that is how you will be able to make spells that can give 100 bonus to any of your skills, (the spells are better than the enchantments despite being temporary,)

unless mods are involved.
i use "Stronger Soul Gems" mod with optional file "+90 to constant effects" (on armor pieces)
so instead of +10 attribute / skills i get +100 attribute / skills per armor piece worn.
and +115 magicka / health / fatigue instead of +25
