Permanant particle effects after magic

Keep having to reload because I have green ♥♥♥♥ floating around my head after using a heal spell, I had this with snow effects at my feet in Skyrim also, what is this?

Ironically I fix it by using a heal spell

I usually get this when an enemy uses a Destruction-type spell on me, though it kinda looks cool.

I have to use a mod to remove spell effects because the fire shield on my armor turned my character into a walking sun.
