How do I Teleport this little knob sucka to me hes stuck outside Arpenia I think its called and I need him at waters edge, after that goblin infiltration quest with Blackwood Company. I'm outside and i'm frozen, So what Is the proper PRID command to get him to come to me??

You can just load the autosave from leaving the house again and you will teleport to his house.

I'm way past Azani blackheart now, So youre saying just go back to his house?? im confused

If you get stuck frozen after killing the "goblins" and leaving one of the houses it should unfreeze if you just reload the autosave the game created when you exited the building.
