Another thing is someone might have hacked your steam account and downloaded the game and then deleted all your saves in the steam cloud. Might want to check account logs to rule that out.
Check if you have a Windows.old folder. You probably had a fatal issue or forced update, in both cases you should get a "Windows.old" folder in modern Windows editions and it should exist as long as you don't have software that will automatically clean it up

What does it mean "windows 11 has completely reset".
I mean, blame windows, not the game?
Also, if you had either steam cloud disabled or onedrive documents folder backup enabled that caused the saves to not go on steam cloud, you can't blame the game, it is actually your fault.
