Magic resist is also a thing and will impact your initial scaling (probably most noticeable on Bretons but I think they're one of the more uncommon random NPC enemy types?)
Not sure the names, I just logged off for the night. But it is the two NPCs who stand next to the spell-crafter. They probably do have some magic resist/absorption to them since they are high ranking in the college. It's been years since I played Oblivion, I'll do some more testing tomorrow.

Frost damage 20 points on target
Weakness to frost 100% on target for 4 sec
Weakness to magicka 100% on target for 4 sec
Most things will die in 3 consecutive hits
I'll try that, I experimented with something very similar but also had no good results. If I recall correctly I thought the damage didn't receive the multiplier if it was cast in the exact same spell as the weakness ones.
2nd hit is stacked damage augmented by weakness
3rd hit is even stronger stacked damage because of weakness
