I wasn't a big fan of the wheel originally, and still aren't hehe. But I try to understand and use it well. My question is that I have low speechcraft still, but just about everyone I talk to and try to use it is at the maximum, so I can't do any more with the wheel, it seems. Wondering how that might have come about? Maybe used bribe too much before I figured out you
don't get increases if using bribe?

whats your personailty stat and fame?
NPC approval can't go higher than your speechcraft skill (plus or minus hidden bonuses based on whether you're good/evil and if the NPC likes/hates that about you)
level your speechcraft with trainers for a few levels, then you'll be able to use the wheel again.

Personality is 66, fame is 50, infamy 0
Speechcraft is only 12.
I'm lvl 19. I'll look for some speech trainers.

I've never had to use the persuasion game.

Use the power of inordinate amounts of money + doing good deeds in the town.

Heck, finish the Arena questline and get yourself a nice vestment with a large personality bonus helps too.
