Chain mail armour not spawning

I've noticed on a couple characters that chain mail armour just doesn't spawn. Anyone else notice this? It's supposed to spawn starting at level 6. I stayed between level 6-9 for a several hours and didn't see a single piece, including in shops. As soon as I hit level 10 I found Mithril armour, which starts spawning at level 10.

Has anyone else noticed this or had this happen?

I'm level 21 and i'm still seeing chainmail in shops. Could be difficulty settings as well.

Yeah I'm seeing chain mail now after I hit level 10. Weird.
