Shock shield

I have an item by this name that appears to be a leather shield with 25% shock resists as an enchant. It is a dropped item as I didn't make it myself but will have to experiment to see if it is because of the enchant. The armor class in the inventory is denoted as being at 5 yet if I equip an eleven shield with a reflect damage enchant that lists the armor class as 9 I found it drops the shown armor class by 21 points. Both are light armor shields yet the leather one is so much better then the higher level ones I have found.
