That said, vampires are still significant and common in Oblivion, and even Necromancers are a prominent issue, I wouldn't put it passed me if Archmage Traven authorized Witchhunters to use crossbows to help annhiliate necromancers entirely.
I'm less familiar of their position in TES:III, but dunmeri culture is vaaaaastly different than most of Tamriel's to begin with.
Even from a lore perspective, no reason not to have them.
