Stuttering during combat/whenever someone attacks with an enchanted weapon or uses a spell

So the game stutters in general for me in the overworld, But i've also noticed a very consistent stutter (it only happens once per cell which is very odd) whenever me or an NPC hit somebody with an enchanted weapon or we cast any form of spell. I'm rather perplexed by this and i assume it has something to do with the games shading. Anyone else encounter this yet or is it just me? Every single setting i'm on is low, even though apparently my system should be able to run the game on a mixture of medium and high.
