Main questline to talk to gwinas bugged

the marker tells me he is at the tiber septim hotel. but he is nowhere to be found.
i even tried to setstage the quest and spawn him in, then all he does is talk to the book seller and nothing else.

Hes at the book store. No idea why it is giving you hotel room stuff.

he isnt at the book store, nore in the city walking around or the hotel. he is literally nowhere for me :(

did that too, waited 1 hour at a time for 24 hours

Go to Weynood Prior and wait 3 days to in bed to reset the Cyrodill region.

Did you talk to the book store owner about buying the chapter 1 and 2? then gwen will appear teleport to the market square and walk to book store

Talk to the book vendor, get his rep to over 70 and ask about the third book again. He informs you the buyer is on the way. Sit down in a chair and wait about 7-10 mins for the AI to spawn and walk to the shop.

I have him at over 70 and i have the book already too. and i am now sitting here and waiting. i did go farthest away, waited three days, nobody spawned, sitting in the chair now...i don't have much hope anymore

i kinda "fixed" it. i spawned in gwinas and pickpocketed him to get the note i needed to trigger the quest progression. DO NOT STEAL THE BOOK like i did, i think that broke the quest.
