When I completed that quest, she dismounted the horse to fight one of the dudes in the village and then left the horse. She returned to her mother and the quest completed, but her horse is still where she dismounted it. I was going to ride it back to town, but it highlights as red, and I don't want to pull a bounty for a stolen horse.

I have the same problem, but for me it was because I fast travelled I guess.

Only if your seen mounting it will you get a bounty, dismounting is fine (in OG)
But the horse will now fast travel with you as the last used horse, and again dont be seen mounting it . or mount your own to get rid.

Shame this quest wasn't close to Bruma so you could use it to get into the prison.
