Report a translation problem
Are you using any mods (even if you don't think they should affect this)? Have you manually altered your .ini files (even if you don't think it should affect this)? Is your hardware capable of the settings you chose? Are you running any software to enhance visuals?
Edit: I have a 9070 xt and a 9800x3d as well.

It's a bit trippy. Hair textures also kind of move around on the NPCs' heads ..
