I hear the same.
It happens if a sound effect has a wrong setting so it will be heard by the player loudly, despite it's far away.
Torches, people drink potions or eat stuff or some weird fireball sound in the big tower of an Oblivion realm.
It's basically a flag that is not set on the torch.
So the torch sound is played as if the player itself lightened it.
Or drank a potion, or ate something.
I've never played around with the sounds of items in CS, but I read that from someone else here on the hub and it sounds plausible.
