Melliwin doesn't sell bows and arrows

Melliwin in Dunbarrow Cove is supposed to sell it, but she doesn't

At what level did it fix itself and how? I am level 11 and she won't sell to me so far.

To those who are looking and can't figure it out... Her inventory of what she sells is random. So I just went back to save right before I bought her upgrade and reloaded... 3 reloads later the arrows I wanted were there. Just an FYI for those like me who were trying to figure it out.
