i hate myself....+false bug Fighter's Guild, Den of Thieves, advancement

i am trying to advance in the quest line of the Fighter's Guild for almost 2h now and i was thinking that as buged because i did all the current rank quest and did go back to Azzan but when i click contract he say

"good to see you're working hard, i've got some more thieves for you to deal with in anvil"

and go back to the menu, and nothing more...after searching, confirming that there is a bug in this part, discovering that any the command solutions works...almost giving up...i finally notice....
