*Edit* I lied a little, he is not essential but he does respawn after 3 days. I just put him in that little imperial waterfront shack and he can live there for eternity, being murdered and tortured.
you just need high enough agility to survive the base fall, (or just slide down the sides of the flume to slow yourself,) and to not equip the boots until the quest is over.
during the quest after you fall down the flume, the boots have a hidden variable active during the quest that tell them to destroy themselves if you land from a fall with them equipped, so at any moment after surviving the fall until you complete the quest if you equip them and jump, they would be destroyed when you landed.
this works the same way in this game, was the first thing i wanted to test so i blazed through the guild.
although i had to push my character to the side of the flume when falling to survive cuz my acrobatics was low, when you do this you can land prematurely halfway down and then lessen the damage received.
I never used them for that, but rather leveled acrobatics and endurance (for higher health), so I can keep them forever.
+50 Acrobatics is a nice bonus and also works above 100.
