There is no official modding support and will never be. However there is plenty of mods out already :MagicalKawaii:
Well their licence agreement says no mod support. But what it means is "we won't support your modded game". Which confuses people, the game is every bit as moddable as the original was (maybe more once people start getting into the Unreal side too). As yet we don't know if Bethesda is going to do their official support with tools, creation club, etc.
Yes quest mods, spells, anything which is ESP file only is already possible and works exactly as it did before (you can use the original Oblivion Construction set to open the Remasters files and create mods). Textures, models, etc work a bit differently but I think folks have already figured this out.

There is even an early OBSE for the remaster already.
As others have said mods aren't and won't be officially supported, but unofficially the game can be modded and people are already doing so as you will see if you head over to nexus.
