That said, a change in Remastered is that the DLC seem to not activate until you interact with them, Shivering you get the quest for the door when you get to the island, as an example. I would say that when you first enter the player home, and have the quest added to your quest book, thats when it activates. It used to add the quest on a new character but not anymore.
It worth mentioning that the max level version is level 30, however the dagger itself works on a leveled list. Meaning at level 30, you have a 50% chance to get the level 30 version, or a 50% chance to get the 25-29 version.
