Never played Oblivion. Should I buy deluxe for the included expansion?

You do not need deluxe for the shimmering isles / non quests.

Delux gives you the soundtrack (worth it alone) and horse armor (fight me but worth it too...lool)
I think it’s worth deluxe
I’d say the DLC was worth it, but then I’m a fan of the original, and the spellcrafting and enchanting stations at Frostcrag are nice without having to wait until you join the Mages Guild.

It's not. Steam has a comparison chart that clear as day shows you what you get and don't get between each version.
deluxe just has some extra player armor ,horse armor + soundtrack. dlcs are included in the base version

Look at it closer. The base game comes with all the expansions.

The deluxe version just adds in some new horse armour and a new set of regular armor

2 sets, actually, and they do look quite nice. Full set of weapons with them too, so no matter what your preference is you have gear that will be good. Quests felt a bit short, but I'm not going to complain when I got the Deluxe for ~$40 anyway.

All DLC are in the base game , only 2 quests , sound track is in the deluxe, The quests are for new weapons and armour , they are relics . but all the other stuff is already in the base game , including frost crag, the fort , the pirate bay and vampires lair.. Shivering isle nights of the nine etc.:)
Since all important content is already in the base game and the base game is relatively expensive for "just" a Remaster (not a remake), I don't think the Deluxe version is worth it.
Yes its worth getting.. Unlike other deluxe the gear is the best in the game and you can rebuy it as you level up.

The deluxe edition is mostly just for the digital artbook and soundtrack. If you want those then go for it, if not you get a couple new horse armors and a light and heavy armor set which you can decide for yourself if it's worth $10 for that. Personally feel it's better to custom enchant generic armor (or better yet clothes, no durability loss and doesn't affect sneaking) while using just a shield and accessories for unique effects you can't enchant.

Or you just get the regular edition, decide if you like it and buy the deluxe upgrade as a DLC later. It's the same price, at least on Steam.

Or maybe even less, if there's a discount on the Deluxe Upgrade during a sale...
The normal edition contains all the dlc's that where in the original game, you don't miss anything by skipping the deluxe edition.
