Edit: Some additional information in case it's helpful for anyone trying to troubleshoot this (who understands the technical implications better than me)...
- While using an xbox controller, I tried disabling the steam input since it sometimes helps weird controller issues for some games. It did not help, but when steam input is disabled I noticed the issue affects aiming for both right and down (as opposed to just right when using "default" input settings).
- I also tried using my PS4 controller. The issue seems to affect both right and down directions for the PS4 controller, regardless of whether steam input is enabled/disabled.
Would appreciate if anyone can post a solution... I only know how to troubleshoot basic controller mapping issues. Different sensitivities for left and right movement is just too advanced for me.
