back up like 2 feet, because when using it the "touch" goes through the wall and doesn't count.
it has to actually touch the wall when casting that spell, and for it to do so you have to back up just a lil otherwise your hand clips through and doesn't connect.
this issue was also prevalent in the original in case anyone wants to blame the new engine lmao, it's just how the game registers the "touch" on the wall, it's paper thin and the touch needs to hit that collider.

i didn't even know the remaster was dropping and i was preparing myself for this without even knowing
lmao damn so I found a fix thanks to a buddy recommended creating a spell of fortify magicka for target instead of touch and that worked
