My game,e is still blocked behind dx 12. Bought the game and cant play it. There still is no update for the game.

how come i can play deadside on high setting but cant play a old game from the 2000s

You'll need a completely new PC. That sucks i know especially now with the pricing of GPU's, i would be suprised if you can run any modern game at all, without googling that PC is at least 13 years old.

If i were you just refund and consider a new PC at some point

Because it was remastered for modern systems today with the UE5 graphics wrapper. Check the games system requirements section to be sure if your system can run a game or not.
the R9 240 wasnt even good when it was released, Fx6300 ... for real ? your hardware wasnt even mid end when it was released over a Decade ago 12 - 13 years.

Just Buy a New PC or Console to play this game otherwise go play skyrim or the original Oblivion, this is the remake of Oblivion from the year 2005/6 that has better graphics and your system is not able to play any game that came out for the last 5 years, for real dont be silly.

Next time Read System Requirements, with a Pc as old and bad as yours, the first thing you have to do is read the system Requirements on EVERY game.
And stop trolling for real this is the oldest system i saw for a wile on any Steam Community hub.

if they let me get a refund since how they count game loading as playtime doesnt matter if you actually played the game or not

You can get a refund if you bought in within 14 days of purchase and under 2h of playtime
