Malakath Daedric Quest Bug: Crazy Mine Guards!
No idea if this was on the original since i´m playing the remake WAY MORE than i did the original back in the day, but in the Malakath Daedric Quest -the one with a mine full of caged Ogres- the mine guards are espetacularly buggy.
I did the quest in full invisibility with Chameleon gear at 120% and they still 'spotted' me (saying 'you´re living in borrowed time, thief!').
Fine, i released the Ogres, didn´t fought anyone and went back to the Daedric Shrine to have Volendrung overemcumber me for the rest of the game.
Thing is... the mine guards started to pursue me ALL AROUND THE WORLD MAP: they walk slowly to whenever i am staying, get close to me and start an ENDLESS LOOP of their 'taunt speech', no matter what´s happening.
One got killed by the rats during Sheogorath´s Quest in the Kajiit village (he almost cornered me in the bar for an endless game-crashing loop), another mauled by Daedra near a gate and the last i saw got killed inside Layawin fighters guild (together with their porter).
They don´t attack, just walk and taunt endlessly, and i don´t even dare to attack them.
They get killed by other NPCS and are showing up in the most unlikely places DAYS of gametime after i closed the quest involving that damn mine.
'you´re living in borrowed time, thief!'"
'you´re living in borrowed time, thief!'
'you´re living in borrowed time, thief!'
'you´re living in borrowed time, thief!'
MAKE IT STOP!!!!!

Next time make Malacath proud by slaughtering the puny guards within the mine.
It was a problem in the original as well, but it wasn't quite this bad in my experience.
I'm experiencing this as well and I'm on PC so I'm going to use console commands to make them go away, because they trap me in the game breaking dialogue loop when serving jail time or after I pay gold to a guard for a fine. Which is causing tons of problems with the Sanguine quest.

have you tried killing them?

Yeah, this is one of the funnier bugs I've found. The issue with fighting them at least in melee is that they freeze time and enter dialogue without ever fighting back, and if you're in a group you can get locked into it for a minute while you try to maneuver out of their way.

The way I found that works is that they'll teleport to you if you go to jail for any reason, so get in trouble and pay the fine. They'll all find you, but you'll be surrounded by guards that are all hostile to them for absolutely no reason. Escape the dialogue trap, maneuver them so that there's a guard between them and you, and the npcs will do all the work for you, leaving you murder-free and combat much more possible if you don't have a lot of ranged options
