.....nobody wants to speak with me and I cant find the person captain spoke about. Please help.

go up the stairs and talk to the drunk and the lady in the room to start there should be markers

Are you a vampire? If so, no one will speak with you. If not, you'll have to play the social game to gain their trust. There won't be any markers. You'll have to read the quest journal to pick up on the names of people to talk to and the places to check for clues. It's probably the only quest that requires a slight bit of homework and exploration, but at least it's contained within the castle.

Thanks. No, I am a wooden elf. I approached the bald guy and he was pompous and refused to talk to me, basically laughed in my face. The orc said that he wont talk to me. I was in every room, the only person who talked to me was a captain of the guard and thats it. Can I accuse someone without the evidence?

They mean , that you have contracted vimpire disease or your personality is low, Check Spells on the end page to the right is all conditions affecting you , make sure there is none in red. cure disease potions and Restore Personality potions will be needed to repair any lost stat..
IF NOT then you need to just make them like you by the mini game or SPELL of Charm.

check for spells at chapels they do healing and stuff, also a mage guilds, Find a Spell or scroll of charm and use that on the target actor , then talk to them.

When you hit the Persuade button the number has to be at least 60 to get clues iirc. At starter Speechcraft and Personality you'll probably have to win a few rounds of the talking game. Or drop a few bribes. Or cast charm/captivate.
